I have recently moved into a new block of flats in High Wycombe to which there are is no designated visitors parking....
The road that my property is on has no road markings due to it only being open a matter of weeks. There are a number of signs on the road detailing that a charge would apply to any cars that are parked in bays without a permit.
My girlfriend's car received a PCN from UK Parking Control Ltd it was parked on the road, to which I believe is a public highway with no lines painted on it.
Please can someone give us some advice.

Quite likely a private road but it does not matter, just ignore the blighters. Whilst ignoring alo look at the other posts on here about private parking.
By the way, erase who was driving just say"a car we drive" or "my girlfriends car" as the ppc's like to prowl on here.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
I assume this is a private 'parking charge notice' as opposed to a Council Penalty Charge Notice'? I don't think UKPC ever act for any Councils but do firstly check that it's just a pathetic unenforceable 'parking charge'? If so, then good, it's nothing at all.

Read other threads on the board here, show your girlfriend the results you find:

There are 2 sticky threads at the top by Crabman, read them! Follow links (including Watchdog youtube link) and look at the lovely scanned pics of the letters she will just need to ignore - and simply laugh when each matching threatogram arrives.
Then if you like, read other people's threads like yours, at least read 'page one' of the board so you'll have seen the current threads from the last day or so. The pages run into hundreds as this is a very common (generic) scam by PPCs, passing their fake invoices off as real PCNs.
That's all. They will go away, you have not received a fine but they pretend you have. There is no effect on your girlfriend's Credit rating and UKPC don't do Court, just threats. Don't waste a stamp on them, don't honour their rubbish with a reply.

It is in fact a private PCN issued by UKPC so nothing to do with the council!
A slightly sour end to such a nice festive period but the shoe will be on the other foot this time... the missus will be giving it the silent treatment for a change!

Now get payback by telling all your friends about what you have learned on this forum. Private Parking tickets should be ignored and you will then get revenge for the grief that you have received. Give yourself a pat on the back for doing your research before being taken in by all the pseudo-legal claptrap issued by the PPC. Expect lots of threatening letters and however tempting it may be, do not reply to them. Post again if you need any more help.Still waiting for Parking Eye to send the court summons! Make my day!0

Apply for a CCJ? LOL thought you applied for payment of an invoice first, and if its successful and you don't pay within 28 days then a CCJ can be added, a lot of hoops to jump through first, and lot of lies by the debt collectorExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

They invite you to say if you were not the driver, and they invite you to name who was if it wasn't you.
Simples decline their invitation!
They love their list of CCJ's pity none of them are for parking!0
