The PPC model will be changing in the next 12-18 months and will be owner liability for the charges and that will ensure even more income
So the ppcs will be lashing out cash in a county court hoping a Norwich Pharmical order will force an owner/RK to name the driver? This would likely take it out of the small claims track.
Otherwise what "civil" remedy is there to force a payment, where a consequential loss is pennies other than an undefended county court claim that is won by default?0
