Paypal top up card

I received my new top up card today from Paypal,I had a previous one that ran out this month. I know they were saying they wouldn't give out cards to new applicants but wasn't sure why. The letter I got today says my card although having an expiry date of 2 years, it will actually run out on the 31st March 2011 and the account will be closed. I haven't seen anything about this so it looks like I will have to get a new card then. At the risk of sounding stupid I just want to know why they are doing this?

    There's an MSE thread about this - https://forums.moneysavingexpert.com/discussion/comment/37906554#Comment_37906554. That's the one that told me the card would be replaced by a prepaid MasterCard.

    I subsequently got an e-mail from PayPal about the changes.

    I had a dig around another board I use. Here's the message;
    Important Information for PayPal Top Up Cardholders

    With effect from 31st March 2011, The Royal Bank of Scotland Group PLC will cease to be PayPal's prepaid card issuer.

    PrePay Solutions have been selected by PayPal as their future prepaid card issuer.

    Who are PrePay Solutions?

    PrePay Solutions is the trading name of PrePay Technologies Limited, 55 Baker Street, London W1U 8EW (Company Number: 04008083). The company is authorised and regulated by the Financial Services Authority for the issuance of electronic money. PrePay Solutions is a Principal Member of MasterCard®. The cards issued by PrePay Solutions will come under the MasterCard scheme.

    What does this mean for me?

    In most cases, you won't need to do anything and PayPal will write to you separately with more information about your new card.

    You may continue to use your Top Up Card (VISA) in the usual way until March 31, 2011 and we will continue to replace expired, lost and stolen cards until then.

    Your PayPal Top Up Card (VISA) account will then be closed by us and any remaining balance will be credited to your linked PayPal account within 15 business days. If you do not have a linked PayPal account we will send you your money by cheque.

    What do I need to do?

    In order for this to happen we are making changes to the way we use your data. We will start to share data with PrePay Solutions with effect 3rd January 2011.

    If you are happy for us to share your data with PrePay Solutions in order to facilitate the replacement of your Top Up Card, you are not required to do anything.

    If you do not wish us to share your data with PrePay Solutions you will need to close your PayPal Top Up Card by contacting Customer Services before the end of December 2010. This will of course mean that you will not receive a replacement card from PrePay Solutions.

    If you have set up regular payments (e.g. subscriptions, utility bills) from your PayPal Top Up Card you will need to contact the beneficiary and arrange for the payments to be taken from your new card as we will not be able to process these payments for you after 31st March 2011.

    If you have recently changed address please be sure to amend your address details so as not to delay receipt of replacement cards, PINs or your cheque. To update your address, simply log into Online Account Manager and select the 'Profile' tab followed by 'Change Contact Details'.

    I use my PayPal top up card to pay HMRC for self assessment tax. They treat it as a debit card with no added percentage, unlike MasterCard and Visa credit cards which do attract HMRC surcharges.

    I hope I will be able to use the replacement in the same way.
