Pre-approved offers do not show on online-banking for anyone, however, RBS/Natwest staff can see pre-approved offers for customers on one of the systems.
Next time, you speak to a staff member ask them what the chances are of an application going through for, eg a credit card or overdraft, and I'm sure they'll be happy to tell you

Even though I was told that the Key account (like the Step) is a basic non-credit account? How would they be able to tell?

In usually-rare circumstances, I have seen products pre-scored for Key account customers. It may be because they really do have an immaculate credit history.
In even rarer circumstances I have seen key account holders with credit cards.
In reality though, just as with most things, pre-approved offers give general ideas of what the customer can have - they are not specifics. Sometimes, different facilities can be gained if an application is put through.
Along with pre-approved offers, customers are given internal credit scores (1 is the best usually and 10 the worst), but to be honest, usually if you're 7 or below, you are usually OK, but that doesn't mean a customer with an 8 can't have anything.
Each application is dealt with on an individual basis, so it's sometimes difficult to say if a certain product will go through.Anything that I do say, is strictly my opinion
