Cheap heating for flat please?

Hi,
Please can i have some advice?
My gf's sister is pregnant and currently lives in a fairly big flat with her boyfriend. Unfortunately, the heating isn't working properly (she is trying to sort this out with her landlord) so in the meantime we want to get her some sort of temporary heating.

My gf suggests 'halogen heaters' (im not sure what they are) but i want to find out what is the most cost-efficient way to heat a room/flat?
I was thinking the options are probably an electric heater of some sort or a calor gas heater? I am unsure which would be the most cost-efficient!
Please may i have some suggestions?

Ask the landlord for some electric heaters.

Ask nicely, can we "borrow"..........

Calor gas in houses this time of year is bad news for condensation & damp due to the amount of moisture they give off. Unless the flat is particularly drafty then I'd avoid.

All electric heaters cost the same to run, the difference between them is the type of heat they produce. Oil filled are much more similar to central heating radiators than other forms of electric heating for example.
