How do attach a photo to my posts>?

Hi peeps as title suggestsm, I am stuck! I read the forum guidelines and it mentioned a "manage attachment" button at the bottom of my post, but I cannot find it at all!? The photo is on my hardrive

Ignore the attachment thing - that's disabled on this forum
