Can you ping the mail server?

Also try this from a command prompt

telnet <smtp_name> <port_number>
telnet smtp.domain.com 25 (Port should always be 25)

You should get a ready response (try smtp.virgin.net)

Check that the port number of the outgoing mail server (SMTP) is correct on Outlook account settings and with your ISP.

Test the default SMTP port 25 as per billywhizz's instructions.
