primus phone and broadband connection fee

Hi
I have recently tried to sign up for the Primus phone and broadband deal£15.99 as recommended by Martin however as I am with Talk Talk (which Martin suggested a while back) they are saying that I will need to pay a £69.99 connection fee as I am not with BT for my landline. I am currently paying Talk Talk £18.64 for my land line and broadband. Therefore if I paid the connection fee then I would not be any cheaper. Is anyone else having these issues?

that charge is either to:-
1. reclaim the line from TT, or
2. to put in a "new" line and master socket to your house ("new" as it will probably be the spare pair to your current master socket)
Unfortunately, OFCOM haven't yet cleared up the rules on swaping LLU lines between providers
