Definitely Firefox with the right extensions. I wouldn't use IE. If you have no option but IE, IETab 2 for FF will add IE functionality to FF.

Been using Mozilla Firefox for years now ahead of IE but amazingly enough there are STILL a few badly designed websites out there that do not function correctly in Mozilla and I have to use IE to get them to work. But as someone said you can have them both on your PC and use IE only when necessary!0

Or use IETab 2 and have all the functionality of FF but with IE's website compatibility and security issues while using it
