bang it on an interest free credit card and pay it off slowly...
then slow down...
then apply for a new photo card and keep it somewhere you wont lose it, like in your wallet, or with your spare keys, or have it tattooed to your arm like Dave Gorman

but i know that the photo wouldnt have disclosed who was driving due to a very low car and a constantly filthy back window

I'm assuming after you got the photo you have written to them and have admitted it was you. That must be the case otherwise you wouldn't have a demand for payment & license in your posession. So Assuming you do actually have a demand for payment of fine......
Have you tried the following:
Contact the penalty helpline which should be on your letter, by telephone initially, but follow it up in writing. Ask for an extension on the "pay by date" telling them that you fully intend to pay but need some more time to get your licence and the money together. Keep a copy of your letter and their reply because it could help you in court later if they refuse to help you.
Contact the social fund helpline for your local area (different numbers according to postcode) you can find the number by calling 08000 556688, Ask for the crisis loan no. and the social fund helpline no.
Phone crisis loans first because they are an 0800 no. and ask for a crisis loan, tell them you have no money at all, because if you do have any money, they will deduct whatever you do have from what they are prepared to lend you. Even if it is as little as 10 pounds they will still deduct it AFAIK so just say you don't have any.
If crisis loans refuse you, ask them if they think you could get a "budgeting loan" whether they say yes or no then telephone the social fund helpline 0845..... and ask them for a "budgeting loan".
After reading about crisis loans, it might be better to say you have or will have to spend your JSA on the fine, and will therefore have no money left over for that week for food & bills etc, so you would like the money for food & bills etc rather than to pay the fine.

That's not the issue being discussed is it.
Nor was your point to be fair.
If the OP has the ticket one would assume he is in possession of a FPN. Therefore he has been named as the driver therefore how would the photo assist in the identification of him?
Your point is another argument, the OP asked for help on paying having lost this licence, you then come along and imply he asks for photos. Are you suggesting he goes not guilty now and are you touting for business?0 -

He then changed the subject of the discussion, which he is entitled to do. And I decided to make it clear that I had no intention of entering into a discussion on the new subject.
You'll have to do better than that.0
