Ticket at retail park - forgot to Pay and Display

My Mum went to a local shopping centre today and did not pay and display. She had not visited the centre for a few years and did not realise that they had introduced a Pay and Display system (it used to be free but got filled up with student cars as it is near a uni so they changed the system).
She got a ticket on the car from Town and City Parking. The usual pay £30 within in 10 days or we'll increase it to £60. The time on the ticket is not correct as it says it was placed at 14:30 and she is adamant she returned to her car at 14:20.
I've looked at loads of the threads on here and get the feeling she can just ignore it and bin the letters she will receive is that right? Just checking as lots of the threads relate to disabled spaces or car parks where the first x amount of time is free.

Tell your Mum to read the stickies at the top of the forum, showing the threatograms from debt collectors that she just needs to ignore because the whole generic parking industry are cowboys. The top stickies also include a link to Watchdog this year, with a solicitor showing Anne Robinson how to make a paper aeroplane from a PPC bogus PCN (for it is bogus).

Get payback for all the grief that has been caused to you and your mother. Tell everybody that private parking contractor's 'fines' are not legally enforceable and can be safely ignored.Still waiting for Parking Eye to send the court summons! Make my day!0
