That could be true of anyone, including someone who is registered.
HMRC do not have unlimited resources. They only need to know if tax is being unpaid. Or if an ongoing business is not submitting returns. They have a practical side. I represented someone who had run a business for 16 months undeclared. Though against the rules, it's not against the law as he had no taxable profit at that point. The inspector was aware of that, and once he knew I was the matter was settled. With a face saving ticking off naturally.
Tax law in this country is an absolute disgrace in it's complexity. The vast majority of HMRC staff know little of it. If Al Capone had lived here he would never have done time.0
