Ugg aren't on the VERO list are they? Or maybe ebay are getting tired of people complaining about buying fakes so they are just targetting all UGG sellers with no way of proving whether yours are real or not.
AS for tax, actually even if you have no other income you would still need to declare your income although if you have full allowances left you would obviously not pay any tax. Import Duty and Income tax are completely separate issues, and not interchangeable.
The point is that you have not/did not plan to declare any earnings, whether they are taxable or not. It is not for you to decide whether you pay tax or not, you tell the HMRC what you earned in a period, and then they will decide whether they want some of it or not. You really do not want to mess up this part of your plan - nobody knocks on your door harder than a revenue inspector looking for answers. And remember tax evasion is a criminal offence, and not like a parking fine. If I remember correctly as well, all tax cases are straight to crown court - no fluffy local magistrates involved.
With so many realistic looking fake Uggs on ebay, it is little wonder that the money has been held. If the boots start falling apart in a few months and Paypal starting getting credit card chargebacks against your payments then they will be justified in their actions.
You may well know for certain that they are not fakes, but how many times do ebay/Paypal have to deal with problems around these sort of products? It is simply risk management on their part.<--- Nothing to see here - move along --->0 -
Ahh yes they can. Also I would be a trifle annoyed if someone accused me of being a criminal. Neither you nor HMRC can make that judgement call.

Don't do that steve. You clearly need him/her. There is no tax evasion, read the poster's comments on that. It's not for HMRC to decide. It's a simple calculation. If a person buys to sell over a short period, and that income is covered by a tax allowance, there is no evasion - hence no crime.0

But only if the HMRC know about it surely?
If it is not declared, then how do HMRC know whether it is over the limit or not? And if that money is not declared, what else may be hiding?<--- Nothing to see here - move along --->0
