How about Hungary? There are cheap flights to Budapest or Balaton (with Ryanair, I think). Siofok on Lake Balaton has a beach and is very lively in August. Accommodation is cheap in small hotels or guest houses.

I would second the idea of Turkey, it's beautiful and is cheap (ish) once you get there. I've been to lots of places in Turkey (with my boyfriend, both in our 20s) and have loved it. The people are really friendly too.
Places to look at: Olu Deniz, Bodrum, Icmeler, Kalkan.
