On Line Phones Deals

How can the on-line phone sites offer phones at a much better rate than, say, T-mobile?
On the Buy Mobile Phones site, I can get a HTC Desire for £25/pm over 18mths with T-Mobile.
I'm a long-term T-Mobile client (not that it counts for much these days) but the best they would offer was £30/mth over 24mths.
Are the phones from these on-line sites suspect/recycled or else how do they manage such cheap prices.
Most importantly, are the safe??

most are good, they offer good deals as most of discount is by redemption.
they make the money by this, in hope people dont claim it.
plus going direct they charge more for this. and id say mor eintrested in the money not about good deals.
