My mum is looking to take out a new contract for a smart phone; to find the "best" deals, would it be better use of our time if we looked direct at the providers e.g. 3, or at a place like Carphone Warehouse?

If there's no hurry or any urgency, then look at sites like
MobilePhoneChecker.co.uk
MoneySupermarket.com
CarphoneWarewhouse.com,
etc.

It is important to note down a particular phone, e.g., HTC Desire HD, while you window shop for best price. Contracts are usually 24 month period for smartphones due to their cost. You could, and should, be able to find an 18 month contract but this may affect the monthly payment amount.

Go in high street stores and compare with what you've found online.
