I think this is important to point out: The winner will need to provide correct and valid documentation. Such documentation includes without limitation a valid driving licence (both card and paper parts)

It is listed as prize draw and not a competition (on the T&Cs page) so no question is required, they just need a licence to do it. I see the paid for entries are £1.50 instead of the usual £1, if it is being run as "lottery" there are rules about how much can be given as a prize as a % of the income.0
