    It is definitely harassment.

    You are entitled to quiet enjoyment, which means that whatever the contract says, you can refuse all entry if you are so minded. Often it is advised to negotiate a couple of convenient times for entry, but that is up to you. Further advice is to change the barrels of the locks and then change them back at the end of the tenancy.

    These are both powerful pieces of legislation and make it a criminal offence for the LL to harass you in the ways described. The police don't understand the law very well but if the LL does try to force entry you are within your rights to call the police.
