    Is electricity is your only option, then Air Source Heat Pumps could be worth looking in to. They're basically air conditioning unit running in reverse and extracting heat from the air outside. As they're using heat that already exists, they can be a lot more efficient and give returns of 3+ units of heat to each unit of electricity. They get less and less efficient as the temperature drops, but over a year, they'll be a lot cheaper to run than electric heaters.

    Apart from the installation costs(several thousand pounds) they are often not suitable for flats - particularly on other than the ground floor.

    There is a noise issue which would probably cause other occupants to object - planning permision usually required.

    On other than ground floor flats, units would need to be fixed to outside walls.
