Warm Front strange phone call

Maybe I am being over cautious but I would just like other opinions about this. In 2007 Warm Front sent a fantastic gas engineer who replaced our gas boiler, fitted a couple of new radiators etc. He was here for a week and did a marvellous job. Our boiler had been condemned by Transco.
The other day a very nice young lady phoned to say that in 2007 the grant was £2700 but it had gone up to over £3000. She said they would like to send a surveyor (who lives nearby) to see if there is anything else we need. He would have appeared the next day. I said OK at first but then said I would like to think about it because it seemed so strange.
The last time I had heard or read about Warm Front was that they had a very long waiting list and people were dissatisfied with the work done.
Can anyone think why Warm Front are making these calls and what is in it for them?
