No heating

We are housing association tenants and we have no heating.
We reported on the 12th October that our LPG boiler had broken down. The housing association sent an engineer out to have a look at it and he reported that it would cost approx £750 to fix. The HA told us that it would not be cost effective to repair and that they would install Economy 7 central heating for us.
A company was supposed to come out and measure up for heaters. I heard nothing from them for three weeks and when I contacted them today they told me that they would get on to it straight away but the heating would not be installed until JAN/FEB at the latest. At the moment we are using oil filled radiators (4). They aren't even taking the chill of the house and it is absolute torture.
Can the HA do this to us? Any help would be appreciated as we are really suffering bearing in mind that temperatures in the Highland have been reaching -20 recently!!!

You will probably need more than 4 oil filled radiators for a whole house. See if they'll supply some more or go out and buy some cheap convector heaters. They'll give out heat faster than the oil radiators. Economy 7 heating is not very economic as you are paying more for daytime electricity defeating the purpose of the cheap night rate. Most people would be better off switching to a very good 24 hour tariff around 7.5p/kw and then using electric heating on demand.:footie:
