The ip address is nonsense, whatever computer(s) have connected to HIS router will have a local ip address assigned by HIS router and be using HIS main ip address as far as the internet is concerned.
Do you know what your computer NAME is (look it up if not) unless you have set your computer name to something like "Sue Jone's PC" it'll just be a random jumble of numbers that could be anyone's.
If you haven't connected to his internet intentionally (and having your own internet connection is a good backup to this) no crime has been committed and the police won't do a thing, also as others use your computer point this out and make clear you do not have control about what they might or might not have done using your computer which will be their responsibility not yours.
If your neighbour comes asking for money echo the comments above about not knowing what he's on about and suggesting he read the manuaal about securing his internet if he thinks someone has been using his internet.
If he wants money from you invite him to take you to court for it... if he does post here again and we'll happily provide a long list of arguments to knock any case to bits. If he harasses or threatens you without taking you to court call the police
One possible source of confusion is alot of ISPs send out routers with similar default names, eg all BT ones seem to be called BThomehubXXX and will be difficult to tell apart if he's kept a default name it could have easily confused one of the 'other' people who use your computer (but not you of course you always use only yours is the line to stick to)0 -

Not Directly, however if its been sent out on an email that someone gets hold of it could be checked there. Varies by router but they can see a list of connected clients Info might include
computer name (likely)
computer MAC address (possible)
IP address temporairly assigned to your PC by HIS router (irrelevant as far as identifying your PC is concerned)
time/duration of connection (possible, will show only time connected not total kb downloaded)

well you could always start a counter gosssip campaign that you must have pinched his parking spot or otherwise got his back up some how that he's clearly trying it on with you.
You've spoken to a few computer experts that he's talking complete nonsense if he thinks he's got your ip address, anyone with a wireless PC can see your computer name with the right software and suggest he's just having issues because he's gone and run himself up a large bill (probably watching too much !!!!!!).

your MAC address is the ID of your network card that it uses to differentiate itself from other devices on a network (similar to an ip but operates at a slightly different level).

tho personally i wouldn't attempt any cover up, say you always use yours and if he left his insecure and someone else using your computer stumbled onto his accidently thats nothing to do with you (they'll need to prove exactly who was using the PC at the time, which they won't be able to).0 -
You wouldnt have had time to run up a bill of hundreds of pounds im sure the worst i have seen is £1 per 1GB over the limit
that would require you to download 100GB with his connection!!!!! That is only 3GB a day but its pretty unlikely unless your a torrent monster and hoard software.
The IP address would be inpossible as your machine would actually recieve a IP address from the router eg 192.168.1.11 (localIP)
I reckon hes a weirdo wheres he live lets all go there with laptops in the cars and use his net lol
If i was out on the road and needed to send an email from my laptop i used to go into the nearest housing estate and drive around untill i found a unsecured wireless signal and send my email.
i wouldnt cover anything up as that way it would look even more suspicious.0 -

That used to be the case but the explosion in IPTV use (BBC iPlayer, 4oD, Sky Player etc) makes it very to run up large quantities. For example a 1 hour programme on iPlayer will be approx. 1.5 GB.
