Transfering old ISA

I have an ISA with Barclays that has been in for 12 months, now the rate has fallen so I would like to transfer it.
I also have an ISA that I took out this tax year with Halifax, can I open another ISA account and transfer the Barclays ISA into it, or can you only open one ISA per tax year?

    You cannot pay new money into more than one ISA in any given tax year, but it is ok to transfer an old ISA to a new provider.
    Select your new provider and fill out their transfer form, they will then arrange the transfer. Don't move the money yourself otherwise you will lose the tax free status.
