Shared bill for roof repair

I was hoping someone could give me some advice or point me in the right direction.
I have a flat which is part of a 1900's tenement block. 6 flats in total. Today I got a bill for £800 for my share of a roof repair. This is the first I've been aware of the repair. There is scaffolding to the front of the building but I was unaware why. I was under the impression that any work would need 3 quotes in advance which would be agreed by all owners. To my knowledge there was only 1 quote which one neighbour has paid for and as such I have a bill for £800. The work was to one dormer on a mansard roof. I just wondered if this was the correct procedure fora shared repair and what to do as I feel the cost is exceptionally high.

Hi,
I live in a similar property in Scotland. We had work done to the roof a couple of years ago. Prior to the work taking place the factors sent us all a bill with a copy of the quote for our approval. We rejected it on the basis that we would get a cheaper second opinion, which we did. The factors kept everyone up to date on this and the work was eventually carried out with the approval of all owners.
However, last year, emergency repairs had to be carried out on the roof (in another place) and we just received a bill for this after the work had been done. This was because it was an emergency, but it was only the cost of the immediate repair to prevent further damage. The bill for the rest of the work came through as I've listed above.
I would contact your factor and discuss it with them.0 -

Are the Factors members of the Property Managers Association?
I'm not aware of any requirement for a Factor to provide 3 quotes for every piece of work and then submit it to all the owners for 100% approval before they undertake any work - if so, they'd never get anything done. Even a self-factored close (tenement management scheme) only needs a majority vote, not 100%.
Our Factor only notifies us about work over £x sum, as that was the agreement the owners set up with the Factor at the outset, and not when there are emergencies.0
