Its not cheap but I always stay at the Morgan in Fleet street Temple bar. the hotel is stuning, really well decorated and a great environment, They have added an extention at the back where the new rooms are even fitted out with 42" plasma screens and while they were building it you wouldnt know as it nerver disturbed us.
It is in the heart of Temple bar so it can get noisy but thats part of the fun of Dublin.0 -

It's a hostel but they have ensuite doubles that are great value, especially considering the location- just across the river from Temple Bar- very close to the ha'penny bridge
The rooms are quite small but perfectly adequate for getting your head down0
