Remember the letter from the council could easily be a mistake.
I'm wondering how can you definitively prove whether the property is owned already? I don't know myself but I'm sure someone else on here will know.

To check who owns the property, you can pay a small fee to the land registry online site (about £3 or £4) for properties in England/Wales.
In Scotland, its not online so you have to contact Registrars Scotland and pay about £8 for a report.0 -
It seems you have been sublet a property by a social housing tenant who did not have consent by their social housing landlord to rent it out. Generally, when a social housing landlord finds out that their property has been sublet, the tenants are in breach of their contract because it's no longer their primary address, and they will usually seek possession of the property through the courts. They take the action against their tenants but the eviction notice applies to any occupants they have left there, too. You yourself will not be punished but the social housing landlord will want you to leave.
Did you pay a deposit? If the property is in England/Wales, did your 'landlord' put it in a tenancy deposit scheme? Do you have a contact address for your 'landlord', not just an email or mobile phone number?

Are you registered with the COuncil for Council Tax and on the electoral roll?If you've have not made a mistake, you've made nothing0 -
Could become interesting if you needed to put in a claim for LHA, maybe the tenant's already claiming for it, pocketing it, pocketing the rent - and shacked up with some two-bit loser at their gaff.0

Hi yes , We are on the council tax and on the electoral roll for where we live, The deposit was just paid on the short tenancy agreement.
