Storage Heaters not Charging Fully

I hope someone can help.
All my storage heaters downstairs have input on 5/6 (it's jolly cold!), and all outputs on the absolute lowest the dial will turn to!
Despite this the bottom of the heaters are barely warm in the morning, so they obviously aren't getting as warm as they could do.
Our old house had storage heating too and they used to get so hot that you literally couldn't touch them (my daughter has scars on her chest where she fell aginst one as a toddler and it burned through her vest), so I know how hot they can/should get.
Any ideas?

They seem to vary a lot. My Creda gets very hot around the top and fairly warm at the bottom, but my Dimplexs casing doesn't get very hot at all, but is still giving out heat, when the Creda is stone cold.
But my mums are like your old ones and get scorching hot.
About all you could do, is replace the thermostats, if they are fairly new and you can get the parts.0
