I have not been able to spend time on this, so don't have much to add, except that whilst you Reniannen say that you expect it to end in Britain, as we get to a pub at the end, I was thinking that whatever is at the end of the 365 steps is reminiscent of a pub. I was thinking that perhaps it could be a statue of for example "The Red Lion", or another common pub name. I have been looking for examples of 365 steps, to see if any have an interesting statue or something at the end. I have to pop out now, but hope to get back online either later tonight or tomorrow.0 -

I think I was wrong about Brest. Menachem's 'past' I now think refers to his predecessor as Prime Minister of Israel, Yitzhak Rabin. Rabin's assassination is commemorated annually in Jersualem where he was born. He might be a living contradiciton as he was non-religious

Now I'm thinking 'El Castillo'.
It's a Mayan pyramid with 365 steps, each step representing a day of the year, with the last step on the very top of the pyramid in the centre (or the 'hub'?) Hub means centre, right?

Haab could be somehow relating to 'hub' also maybe? Other pronunciation of it? Not sure.

I was about to reply to your post before you edited it. I didn't follow your train of thought then, but now that you have edited it, you seem to have edited out what you think the answer is.
I do agree however that the answer is not an actual pub, but something that could be the name of a pub. Hence my suggestion earlier that we could be looking for a statue of a Red Lion or something.
You say that you can't get "BEGIN THE YEAR BEFORE" to fit, but I think that Reniannen hit the nail on the head with this bit. Begin refers to Menachem Begin.0
