I am asking this for a friend 
She is bidding on mobile phones on eBay, and is thinking ahead. What if they got listed as stolen/blocked once she recieved the phone. Where would she stand? Would Paypal refund her?

Unless the seller waits longer than the 45 days to report it stolen, at which point you can no longer open a dispute.
I no longer buy mobile phones from ebay, not worth the risk.0 -
The original own can report it lost/stolen at any time. And there are also a number of phones being sold on the Bay that have been obtained fraudulently and are auto blocked once the network realises.
All you can do is check the sellers feedback and keep everything crossed.0
