Are you allowed to change address to avoid council tax?

There is tax avoidance, and tax evasion. One is legal, one is not.
Basically, SWIM would be no longer eligible for council tax benefit because they will be abroad for a period of time. Is SWIM allowed to legitimately change their address to their parents before they go so as to avoid being charged council tax in their absence? SWIM's tenancy is joint, the landlord is not bothered if SWIM "move out" and "move back in" as property will always be paid for by someone.
Does the length of the period of time being away matter? What constitutes as "living" somewhere if the person is not in the country for that period of time and so is at neither addresses.

Why not just say your friend?

Is your 'friend' leaving the country permanently or for an extended holiday? If the latter, he must be registered for CT purposes where he is living i.e. where he lives up to the day he leaves for his holiday, and where he intends to live when he returns. Pretending to live somewhere in order to avoid paying CT is fraud.

SWIM intends to be away for one month and would preferably like to return to the current address. SWIM is not interested in fraud and has already cancelled their various benefits to avoid overpayment.0 -

You can continue to claim CTB if you are on holiday for up to thirteen weeks. He should not have cancelled his claim.Gone ... or have I?0 -

Meh don't think it applies. SWIMs benefits are tied to their JSA and the Jobcentre says anytime abroad has means they have to sign off.
So back to original question?
You are wrong. CTB can be claimed independently of JSA. All he had to do was tell the LA that he was going away but still qualified on the basis of being on a low income.

If you know people are unlikely to know what something means, would it not be polite, instead of telling everyone to just google it, to actually explain yourself, or provide a link?

a COA to a NCTBC before a PA would mean that the prior property CTL does not arise for the CTBCA during the PA.
