    A tenancy doesn't end when a tenant goes away temporarily and then returns to the property - it's still the OPs primary address.

    The decision to pretend to move out to another address for the duration of the overseas visit is completely contrived - it's just a paper exercise to get out a month's CT payment, isn't it? (but though I struggle with the Real1314s acronyms, it sounds like CTs not due anyway because of low income).

    Who will be remaining in the property for the period ?

    The Op's friend would still 'solely or mainly resident' at the property for the period in question in ay case however if they are the tenant/owner simply moving out doesn't automatically end their council tax liability anyway.

    If the property is 'unoccupied & furnished' then most councils only give 10% discount anyway which is less than a 25% single person discount if the occ is a sole resident and if they are not the only occupier a 10% discount for a month is not worth the hassle of trying to con the council - not that it matters due to residencey issues.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
