All new TV's come with at least one built in Freeview tuner.
If she wants PVR facilities then she will need a separate Freeview PVR, which contains twin tuners, I'm not aware of any TV's with integrated PVR's due to the bulk required by the hard drive.
If she already has a TV, why not get her a PVR so that can use that with her existing TV to get Freeview and to record it too? I would suggest the Humax 9300T.
She will also need a correctly aligned rooftop aerial in order to get a decent Freeview signal in most areas. No free lunch, and no free laptop

Loads of TVs have USB slots for this purpose, just plug in a USB dongle/hard drive and away you go.
