FPN parking notice

Just wondering if anybody can help me with this one.
My office is based in the grounds of a local hospital Trust although I am not employed by them. I am allowed to purchase a parking permit which saves me having to pay and display.
I returned to my car one eventing last week to find a 'parking fine' on the windscreen as I had parked on double yellow lines.
I have parked in this area for the past 10 years and 6 years ago when they painted the lines we were told it had been done in error and myself and others have continued to park there.
I have previously successfully ignored a 'parking fine' from Highgate parking and received the usual threatening letters, however there is no name on this invoice other than 'FPN' and the address to send the payment to which is the postcode of the hospital.
I'm just wondering if this should be treated in the same manner as the Highgate one or if the fact that I have the permit with the trust makes any difference and I should appeal.

  • Please post pics of the ticket, both sides, we're all in the dark at present and would have to advise wrongly. Remove personal bits. It does look like an ignore job but better safe than sorry.

    FPN actually stands for "fixed penalty notice".If the hospital or their parking goons are using that phrase, then they are breaking the law.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    Why isn't PCN against the law when used by a PPC then? This FPN if issued by a hospital should be ignored, a proper FPN will be issued by the police only, and wouldn't the payment be to them, with appeals though the magistrates ?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
  • I have been unable to upload a photo so I will write out the main points and hope that will be of some use.

    Legal Notice of Breach of Contract to Enter and/or Park at the NHS Trust.
    (The car parks are regulated by the contract to enter and/or park, displayed at all entrances and by entering an/or parking you agreed and consented to be legally bound by that contract)

    Details of date and time. The Breach of Contract is indicated below (number ...1)

    1) Vehicle not parked wholly in marked parking bay or parked in restricted area (eg on double yellow or red line)

    2) Vehicle parked so as to cause obstruction or inconvenience to others (eg on a fire route which must remain clear, or in a way that blocks on another vehicle)

    3) Pay and display ticket not visible at all

    4) The pay and display ticket No.____, expired at_____(time) and the time is now___ (time)

    5) Vehicle parked in a space designated for registered disabled 'blue badge' holders but a valid blue badge not displayed.

    6) Permit holder vehicle displaying invalid permit and no pay and display ticket displayed

    7) Permit holder vehicle is displaying a permit that is not valid in this parking ares (eg Consultant in a disabled area)

    8) Other________________

    As a consequence of your breach you have agreed to pay the sum of 50.00 together with all/any costs which may be incurred in its recovery. THIS SUM DUE NOW. If ths payment is made within 14 days of the date of issue this Notice, a sume of 25.00 will be accepted in full and final settlement. If payment is made thereafter the Trust will only accept 50.00. This must be received within one calender month of the date of this Notice to avoid further action being taken.

    Should payment not be received within one calender month of the date of this notice, court proceedings will be issued against you in order ot affect recovery. You will be liable for all fees and consts incurred by the ........Trust and its Agents as a result of your non-payment of the fine. The Trust and its Agents reserve the right to approach the D.V.L.A. in order to establish the details of the current keeper of a vehicle.

    Payment must be made by either Cheque of Postal order. Please enclose this payment slip and write the vehicle Registration Number and Ticket Serial Number on the back of the cheque. All payments must be made payable to .....Trust and sent to FPN, town and postcode.

    If you wish to appeal against this fixed penalty you may do so in writing to FPN, town and postcode, within 14 days from the date of the fixed penalty being issued. Please enclose a copy of this notice giving the reason for the appeal. Failure jto do so within the 14 days of date of issue of this notice will result in you losing the right to appeal.

    This is all printed on one side of a sheet of A5 and was stuck to the windscreen in an eyecatching yellow and black striped bag.

    Its private parking company calling themselves FPN , they are beneath contempt the scumbags, by calling themselves that they are delibrately trying to confuse people with a police notice.

    Just ignore and don't communicate with them at all, can you give address details of this bunch together with phone number abd web address.

    And shame on the hospital for employing them.

    On the use of the letters FPN, I notice that another PPC called UK Parking Management reckons that FPN stands for "fixed parking notice". As opposed to "moving parking notice I suppose!

    Also calling the ticket a fixed penalty is illegal, they cannot issue penalties to people, because of that they would have absolutely no chance in winning in court should they be foolish enough to go that route, which comes to the other point, they cannot take you to court without knowing who was driving, you have no legal obligation to tell them who that was

  • Thanks for your replies, you have confimed what was my initial reaction to it. There was no other information about the firm issuing it. The address to send the payment was simply:

    FPN
    Town and hospital postcode

    It was this that initially threw me and made me think there might be more to it with it being the Trust

    SELF TICKETING
    WHAT WE SUPPLY YOU WITH:
    Legally required warning signs, parking permits and holders (if needed), fixed penalty notices (FPN) and £10 compensation on every paid FPN.

    WHAT YOU DO:
    Issue Parking Permits (if needed), issue Fixed Parking notices (FPN) , once you have issued the FPN you simply send us the duplicate copy so we may carry out the enforcement process, your job is done. The offender has 10 days to pay the £60.00 fine, should they not do so we then obtain the vehicle licensing details from the DVLA, whereby the fine is increased to £90.00. Should payment not be received within 28 days of the issue, it will then be passed to our debt recovery agent, whereby the charge increases to £135.00.
