Have I been 'missold' an internet service?

Hi All,
I'm new here, and it's a miracle I managed to sign up at all (damn re-captcha). I'm desperately seeking some information on this issue I'm having with my ISP.
Basically when I signed up (I signed up over the phone) the prices I was quoted by the salesman were excluding VAT. The salesman never declared this, and I only found out after looking at my bill. Does this mean I was missold the service? Do I have any rights regarding this? This doesn't seem to be something one can easily find an answer to on the trading standards website.
