Scammed, paid via paypal, help needed.

On Saturday 15 year old daughter was asking me to pay for this item via paypal,

the item was to unlock her Wii console and the cost was £19.95 + tax,total £22.97, paid for this and all that was sent is a web link. On sunday I starting looking on google about this and found out it does not work and plenty of people have been conned with this (To late I know but daughter was convinced it would work)

what would be the best way to try and get a refund, say item was never delivered (was sent via email, I.E web link) on do a SNAD claim.

Pretty sure Paypal only cover tangible items.

Intangible goods are not covered by PayPal Protection.

What does the PayPal transaction details state the transaction was for?

You have nothing to lose by opening a claim although do not expect to win.

"PayPal Buyer Protection only applies to PayPal payments for certain tangible, physical goods that can be posted." Or so it says.

However, from what I can see (eg see http://homebrefreeware.wordpress.com/2010/01/17/warning-wii-homebrew-scam-site-wii-unlocker-ultra-a-k-a-my-homebreware/ ) it's not so much that it doesn't work, but that it supplies software that is freely available elsewhere. Paypal protection also does not apply to seller for Intangible goods so if you can do a charge back they will lose their money.

No idea how charge backs work but here somewhere to start:

May be try a PayPal claim something like ripped off want money back. Unlikely to win but nothing to lose.

If you were not aware the item was an intangible and was expecting unlock software in the post then I do not see why you cannot do an INR.

But they received something - it's not INR, and as long as it is the right information, it's not SNAD either. It's shonky, but it's one of those things you should have been a bit cautious about as it may not even be fully legal and could potentially damage your machine. Games companies hate mod chips or unlocking software with a vengeance.

It states on that webpage (if you scroll all the way to the bottom) that they offer a 60 day 'cast iron' 100% refund guarantee, so my first port of call would be the selling website. Can't see why you would want to go through all the hassle of trying to get PayPal to do you a refund.

As for the software, it's an American Website so probably only works on wii's sold in the USA, if it works at all.
