    As per the TV license...

Sending them a declaration (that she doesn't have a tv nor watch live) will stop them from sending anything else to her.

In addition if she has a communial area attached to the flats with a TV in it...(most student flats do) then as long as she herself does not use it she does not require a TV license.

Obviously if a TV license officer does turn up, then anyone watching it will be prosecuted for doing so and she shall not; (clearly states so on the website, i am a student and have had all the same letters. The first to say we require one, the second to state that were under investigation. The second letter will have a web address on the back which will allow her to fill out a declaration online... takes 2 minutes. Renya has already posted the link on this thread though, easier to use that).

to be honest she has nothing to worry about if she isn't breaking the law; which she isn't. Although as others have stated... i player does do live streaming. Just make sure she doesn't use it.

And don't forget that if a TV license officer does turn up then they have no right to be on the premises; check with the halls or company she rents from on their policy of admittance (mine will allow officers into the grounds and building, but no further; if they want access to flats they have to knock and be allowed in. Which quite obviously will never happen... all flats have peep holes! In addition to simply telling them to leave. They can't argue as much as they will say that they can)

Surely the sensible answer would be to have a code issued with the tv licence that you input into your pc to watch a live stream, then if you don't have a code you can't use the live stream feature. I'm sure there is some way they could stop people sharing codes with other students.

Nah it'd be a waste of money. People would just share the codes and you cant block codes that change the I/p address as most people don't have static I/P address on there BB/Annoy everyone who moves around with there laptop.

They do this en mass once the students are back. We had so many letters in my halls. The best time was mY 3rd Year when we actuallY didn't have a tv. They never did come over though.

I've been getting threatening letters for about 3 years now. I always ignore them. I don't watch TV because I'm deaf, and told them that but they still send letters and people around about every 6 weeks.

Tell her to ignore the letters, she's done nothing wrong so they can't do anything about it.

Not true, to date I have done this THREE times and still get letters every 6 weeks or so.

AS far as I am aware its only live tv you need a licence however even iplayer now shows live tv in the BBC iPlayer Desktop application it now supports one, two three, four, cbbc, cbbeebies. parliament, bbc news and bbc alba
  • We've had the same, we have a large TV in the kitchen, but only use it for the 6 different games consoles that we have acquired! We have no aerial ports in our bedrooms or the kitchen either. TV licensing came down, got through the gate (which security said someone must have let them in, there not allowed on site) they got down to our flat, knocked on the door, stated they were from TVL and we told them to go away! Now our uni is investigating into why they managed to get in. Tell your daughter not to worry!

Yeah I had that when I was in halls of residence, all she needs to do is contact them to say she doesn't have a tv. To be honest in halls its unlikely they would come investigate, very few people in my halls had licenses, they just like to send the letters out.
They sent me a letter telling me I was going to be under investigation 3 months after I bought a TV license which was clever of them.
They'd save a fortune if they didnt send out so many damn letters!

This is nothing but junk mail, ignore it. Why should she have to tell them she doesn't have a TV? Even better, write JUNK MAIL RETURN TO SENDER on the envelopes, scribble out her address, and put them back in the postbox to annoy them.
As someone has already said, they have no right of access, if they come knocking, tell them to !!!!!! off and get a warrant (they won't). They like to hassle students. At my uni I understand halls policy is simply to not let 'inspectors' in at all. If they want to come and look they not only have to get a warrant but must get a warrant for EACH INDIVIDUAL FLAT in the block, which they're never going to do.
Basically if you're a student living in halls you almost certainly will not have any action taken against you, even if you are using a TV 'illegally'.

the letter is complete junk I put more value on email from nigeria, they cannot access the property without a warrant, if you declare you have no TV then they will send you the letters anyway, it is only illegal to watch live TV without a TV licence.

and to top it off Noel Edmonds stopped paying his TV licence years ago and gets clean away with it, why?, because the poor BBC dont want a high profile case that will seriously cast major doubt on whether any of us should be paying the tv licence, and they simply cannot risk loosing and having the tv licence scrapped.

    it makes you sick
