Not sure if Fan Assisted Storage Heater is working as it should

Hi, I wonder if anyone can help me, In our rented apartment we have 1 storage heater which I think is a fan assisted type. I charge it up everynight to around 4 and it works very efficiently although no heat comes out of the vents at the top at all but it comes out in bursts from the vents at the bottom and a light comes on every 3 or 4 minutes and you can hear the fan doing it's thing. It's great as you can have it not coming out at all during the times you arent there but I am worried that the setting is some kind of boost setting and maybe it should be leaking some heat through the top vents rather than bursting out plenty of heat on a boost setting which I fear may be from the on peak electricity.. Does anyone know if this sounds like it is working correctly?? It is the first time I have experienced these heaters, it is a 'Creda superslim combi' it only has one swith on the wall and 2 dials on the top of heater for input and output and no other switches.
I haven't had a bill yet and am worried it will be sky high when I do if I am using it wrongly.

A quick google suggests that is a combination of a storage heater (off-peak rate) and a fan heater (peak-rate) and not what is usually meant by a fan assisted storage heater. It should have two cables and two wall switches. It sounds as though there is no off-peak supply.
The manuals can be downloaded here however the TSR Supaslim Combi manual appears to be wrong as there is no mention of a fan.
Could you check for a model number on the heater?A kind word lasts a minute, a skelped erse is sair for a day.0
