Parking Ticket when attending Kids event

The local Council set up a Kids Fun Zone day at a local park. They knew full well there was inadequate parking and the buses to this are were also infrequent.
Suffice to say, my wife and many others found places to park.
It was that day that 3 CEO's ( Community Enforcement Officers ) decided to issue tickets to over 60 vehicles. The council deny they were unduly targetted.
My point is this, here is a scan from the original Notice which I have chalenged and had rejected.

Ive checked Page 115 and it does say that you cannot park or block The Carriageway or the Footway.
As the vehicle is parked on neither of these and causing no blockage to any user at all, is there still grounds for a notice to be issued?
You can clearly see that many people use the verge for parking as there is no obstruction being caused.
Here is the Highway Code:

Be grateful for any help or advice.
Do I have to bite the bullet and pay £70 that I cannot afford or is there a case I can argue?

As far as I can see, you have challenged/argued it, and they have rejected it - I'd say pay up, and be careful where you park next time.
Also, regardles of whether the council set the fun day up or not, it is still your responsibility to park the car in a correct place, even if it means parking a bit further away from the venue.

You were in the wrong ........ but post the ticket up on pepipoo to see if it is flawed and can be challenged from that angle.
Never associate with idiots on their own level, because, being an intelligent man, you'll try to deal with them on their level - and on their level they'll beat you every time.
Being hated by idiots is the price you pay for not being one of them.

The double-yellows have effect all the way to the property line. You are still on the public highway.Rooster_Norwich wrote: »Nope, it was a grass verge except so many park there there's no grass, its just hard dirt.0 -

The verge is (usually) just part of the highway that doesn't happen to have tarmac on it.0 -
Yes you were unfairly targeted, but that doesn't change the situation. You'll have to pay up! Sorry!0

That they organise an event where they expect a lot of people to turn up and then target people who turn up.0 -

Not really, they target the people who are incapable of parking correctly, nothing wrong with that.0
