Item not received - what do I do?

I won an item on ebay which has still not arrived 3 weeks later I've contacted the seller to let them know the item hasn't arrived but I was wondering what to do next? Am I entitled to a full refund from the seller (I paid by paypal)? What should I do next? Should I start an item not received process or try and sort it out…

It looks as if the law was changed with the Sale of Goods Act. It was in the sixties I read the article.

Of course, if that is part of the Sale of Goods Act, then it will not apply to private sellers (although ebay's rules will, as far as ebay is prepared and able to enforce them).
