Item not received - what do I do?

I won an item on ebay which has still not arrived 3 weeks later
I've contacted the seller to let them know the item hasn't arrived but I was wondering what to do next?
Am I entitled to a full refund from the seller (I paid by paypal)? What should I do next? Should I start an item not received process or try and sort it out by email first?
any advice appreciated

I would wait and see what the seller says first as they may be willing to refund you. If not then go through the INR Route with paypal.0

I have just received another email from the seller
They say they dont normally offer a refund for lost post but will put in a claim to the post office (I presume they expect me to wait till the claim goes through before getting my refund?) or send me the proof of posting to claim myself. They also said that they are not responsible for post unless I have it insured.
What now? I don't have any experience of missing parcels on ebay before

Give seller 24 hours to get back to you and assuming he doesn't start a chargeback. If he does judge him on his response if you are not happy start the charegeback anyway you can always cancel it (but do not cancel until you have the goods in your hand).
Three weeks is a long time have you tried to contact him before?0 -
I contacted them beginning of last week and they said give it to the end of the week to see if it turned up - which I did

If the item is lost in the post, the seller has to claim through the PO, not you.
Also you are entitled to the refund irrespective of whether his claim is successful or not, and he should issue your refund as soon as you flag to him the item not received.
Don't be duped into waiting for him to "win" his post office claim.
Remember you have 45 days to start a claim.
(I think it's 45)It's BOUGHT (to Buy), not BROUGHT (to bring) AND you cannot be frauded, only DEfrauded.
Please do not buy animals from a pet store. Visit your local sanctuary or centre and give a good home to an unloved or abandoned animal.0 -
like smartie says, you don't have to wait for the seller to get their refund from the RM. Do not let yourself get too close to the 45 day time limit, if the seller is still selling put in a chargeback when his sales finish so he is likely to have money in his account.
Explain politely when you do chargeback that paypal advise you to put the item in dispute to protect your payment, and that you are sure the seller understands your position.

so can I just clarify - do I go into my ebay and select "report an item not received" and follow on from there?
is that what the chargeback you mentioned is?

Log into paypal, not ebay. Then near the top is a tab called 'resolution centre', then click on open a dispute. make sure you do a chargeback, not just a dialogue.

First thing you should do is contact your local sorting office and check if its there, they sometimes forget to leave a card.0

I still don't see where to do a chargeback - it opens up a window where I can "provide additional information" but nothing about a chargeback
