No it's definitely a private parking ticket.

    Simple guide

Parking Charge Notice (PCN) = Fake PCN = IGNORE
Penalty Charge Notice (PCN) = Real PCN = Don't ignore
Excess Charge Notice (ECN) = Real = Don't Ignore
Fixed Penalty Notice (FPN) = Police ticket = Don't Ignore
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

Makes no difference, it's just a threatogram, ignore it.

Parking Eye NEVER do Court except for the time a motorist took them to Court.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
