Whilst I agree with the thrust of your post and would not dispute that storage heaters can be a viable heating system, I would take issue with you on your comments on Economy 7 prices.
I don't know of any company with an Economy 7 tariff where off peak costs 3p/kWh
A more typical price is 4.5p to 5p/kWh and 11p to 12p/kWh(I am aware that Scottish Power have a cheap pre-increase deal) and then there is the standing charge - either daily or a tier 1 allocation.
Nearly every post on here about storage heating complains that they simply run out of heat in the evening. That ties in with my experience that they simply 'leaked heat' during even when maximum input was selected and set to minimum output during the day.
Sorry my mate disagrees with the leaks heat bit. His may of course be more modern/efficent? Also ref price of electricity below is my tarrif.

Note "Electricity 19.56p per kWh (day) 900kwh per annum" This is instead of a standing charge and would works out £9.63 a month IE a standing charge of £9.63 which everybody has to pay. The only real advantage of this is if you !!!!!! of for a while you will pay nothing IE no standing charge (it is per quarter??)
PPS Electricity bill is £21 a month 2 bed bungalow excellent insualtion but no Economy 7 heaters.

It appear that I get £63 if I stay on this tariff until June?? A rather extraordinary high amount considering my bill is only £21 a month??
The £10.50 I think is a discount of my bill which I assume is taken of in part each month and should therefore be off my.............I don't know what????0
