Consumer rights on porting number?

I have been trying to port a mobile number from O2 to Vodafone. The O2 contract has just expired and the Vodafone contract is just about 2 months old (24 months contract).
I have the PAC from O2 but Vodafone has refused to port the number. I also have a Vodafone pay as go number which I asked vodafone to change to my contract number. Vodafone refused that too and advised me that I should have done that within first 7 days of the contract.
I would just like to keep my current mobile number.
What are the rights of a consumer on porting number?

Voda will only allow porting at the point the contract starts. They say that their system doesn't let them after that.
Under the rules you are allowed to port your number from any network to any network, but it's subject to both networks T&C's and, in Voda case that's only at the start. . .0 -
Your rights are that you are allowed to take your number with you. Vodafone have always insisted that the transfer is carried out at the same time as a new contract is started.
You can 'keep' your number on a PAYG SIM or new contract, I don't think you have much chance of transferring it to an existing Vodafone contract.0
