Best Operator for International Usage?

Want to get the iPhone 4 and I'm currently coming to the end of my existing O2 contract. O2 used be awesome, but I'm sure they've gone downhill in many respects, including value, reception and 3G speeds, but it could be my imagination!?
As it is, I'm open to switching operator and while all the plans remain competitive in terms of the inclusive usage deals, what's the word on the actual standard details:
call charge (standard pence per minute)
international call and sms charge
data roaming charge (per MB)
international data roaming (per MB)

There are some questions that need to be answered. How many minutes do you plan to use each month? Which countries do you want to call? Why is data roaming more important and not SIM card of the country you are going to? Are you happy with 'contract' Iphone with Iphone plansor 'jailbroken' one woth any contract. What is the term one the contract are you interested - 18, 24, ...?
If you are able to answer these, it would be easier to answer your question.

Traditionally 1200 minutes is sufficient for me.
I avg. 700 texts so 1000 would be nice
Contract iPhone is preferable as it saves me shelling out heaps in one go.. I could always jailbreak it anyway right?
18 month contracts is the maximum I'd sign up to
I mean calling UK from abroad, not the other way around - so when I'm on holiday...
