Sim only

Hi, I am currently on T-mobile PAYG and even though I am not a high user I'm thinking of changing to a Sim only monthly deal. The £10 / month deal with T-mobile is only 100 minutes / 100 texts but Tesco offer 100 minutes / unlimited texts for only £6.
I phoned T-mobile hoping that they would match the Tesco deal but I've ended up with the PAC code. In an earlier email though this was stated "If you want to carry on using the same phone, we'll also need to give you a subsidy PIN. We can give you this for a fee of £15 inc VAT, but you will have to check with your new network if your phone will still work." but it wasn't mentioned when I phoned today.
First of all, what on earth is a "subsidy pin"? I'm unwilling to pay another £15 to T-mobile when I own the phone and it's PAYG but will I have problems transferring to Tesco mobile on the same phone with the same number without it? The phone is a Samsung SGH-E250, don't know if this has any relevance to the situation.
Thanks
