Two options:
If you've got a laptop/PC capable of receiving a wireless signal, the Galaxy has an option to create a wireless hotspot. It will give you a security code, find the new wireless network, put the security code in and you're now connected. I think you can connect up to 4 devices at one time using this. You can active the feature under something like Settings/Wireless and Network/Mobile AP settings
Or using the Samsung Kies program, plug the phone into your laptop/PC USB port using the supplied cable. Choose the tethering option in Kies and you're now connected

I have unlimited with t mobilewhich I think is 1gb
fair usage policy.
Also about samsung kies.

If Kies doesn't connect make sure you're using the default Touchwiz default launcher, it won't work with anything else like LaucherPro. You can still use a third-party launcher, just not when you want to connect to Kies.
If it still doesn't work, uninstall Kies and download a different version from the Samsung website.
Download the 3g watchdog app from the market to check how much data you are using. But yeah, tethering will increase usage0 -

The inbuilt wireless tethering is extremely easy to use and very reliable in my experience. Takes only seconds to turn it on and connect.
You WILL use a lot of data though - ensure that you have 3G Watchdog app running!0
