    As suggested above, I would always use a redirection of mail, but the Santander procedure you mention has its own set of fraud risks for those who don't.

    I'm not say for a second that the Halifax system is better or worse. But asking a range of account specific security questions (that only the account holder should know the answers to) as well as verifying signature does remove a fraud potential that the Santander procedure leaves open.

    Just because something is different doesn't make it lax.

    When I move house, I don't have a utility bill in my name at the new address the day I move in.

    I've moved house and had the council tax bill through the door the next day - more than once! And I've usually had gas, electric and water within a few days maximum.

    We have just applied to halifax for mortgage and we bank with Bank of Scotland. They told us once we move just to call telephone banking, pass security and they will change the address over telephone on move day for us.

  • Don't forget we live in a paper free billing world yet nobody will accept a paper free printed bill!!!

    I have bank accounts, credit card, utilities bla bla bla but the only paper bill i get in the post is my council tax bill.

    Also, Halifax send two letters confirming the change of address to the old and new address. This helps alert the real account holder if their address has been fraudulently changed.
    Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.

    Forget the fact that the passport was stolen.
    All that's relevant is that she doesn't have one.

    There clearly must be a way to change the address with other ID, or there's more at play.
