Towards car park management without PPC's?

Just an observation: There's a large Tesco's near me off J3 of the M40 at Loudwater, High Wycombe, and their car park has no PPC management or warning signs.
Everyone gets along just fine; you can always find a parking space, and there are plenty of disabled and parent & child spaces. I'm sure the odd able-bodied chav will nip into a disabled space while they go and buy their weekly 200 Bensons and assortment of scratchcards, and no doubt some of the p&c spaces are occupied by 50-something mums with their 30-something offspring, but who cares - it just works.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. This is similar to a large retail park where I live. It's got several large stores, including Next, TK Max and Curry's . There is no PPC involvement and there are always parking spaces. This is in-spite of the fact that it's within five minutes walk of the town centre, and only two minutes walk from a main-line railway station with car-parks where you have to pay.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

The above just illistrates the fact that ppc's are a solution to non existent problem, it makes me wonder how some shops don't have the scammers in, but the same shops in other areas do, probably something to do with the landowners getting them inExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

To a certain point its understandable if the car park is next to a rail station etc but not if its a retail paek.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

What I was saying that even though the free retail car-park is very close to a railway station where you have to pay to park, there doesn't seem to be any problems with parking. Actually the railway station car parks are virtually full during the working week. Our local Morrisons is right next door to the local railway station which only has a car park for about 20 cars - by 7.30am the car park is full and side streets are filling with cars.
Morrisons don't use a PPC and there is no apparent abuse of the car park by commuters. In a joined up world Morrisons and the rail company would work together to provide some supermarket spaces for commuters as during the day the supermarket has ample capacity. I suggested this to the rail operator rep - I might as well have asked her to split the atom!0
