If the defendant has no money or assets then paying the costs of a court summons/case is just a complete waste of time and money (which wouldn't be peanuts if you want to issue a summons for personal injury compensation!).
Maybe you are considerably richer than the rest of us, but poor advice on a moneysavers website.0
