  • Never, this is what makes the ploy of quoting bylaw 14 so persuasive to the uninformed.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

But tickets issued under Railway Bylaws, although very rare, should not be ignored, should they?

A genuine bylaw ticket should not be ignored.
The reason they are so rare is that bylaw offences are dealt with by the magistrates court, and any fine imposed would be payable to the court not the PPC, so no profit.

Most railway car parks are not covered by Railway Bylaws.

It's very rare to see a real Railway Bylaws parking ticket, I post on pepipoo forums most days and have only seen one post in 2 years with a real Bylaws ticket. Loads of fake ones though.

i was about to say the same but

Section 14 Railway bylaw tickets are classed as 'tickets' however there must be correct signage in place at the car park and where someone can be reasonably be expected to be able to see it upon entering the car park, failing which it cannot be enforced.

As already stated, Section 14 bylaw tickets are dealt with by the magistrates courts.

There are a lot of train station car parks that are not covered by the Railway bylaw section 14 however the invoices issued at these stations will often try and make there worthless unenforceable invoice sound like legal action will be taken should it go unpaid, to which, it cannot.

Making a false claim or trying to enforce a invoice under the section 14 bylaw when a offence was not committed under such nor that car park was not covered by it, is a criminal act of fraud.

Proof if any were needed that greed comes before improving parking.
